Reflective backpack cover
I gave 4 stars because of its great durability and being very visible and reflective when dark. The one I got though (20-40L) was HUGE over my backpack! This size will cover a full backpack (the kind of backpack kids take to school).It does have straps inside that hook together to keep the backpack cover in place ... except they are only from side to side (not top to bottom), so the top isn't covered well and stuff gets wet. I even turned the cover around and made the straps go from top to bottom, but the side openings were too big and puffed out, and things still got wet.If it had 2 straps (side to side AND top to bottom), it would have worked really really well, despite it being too big, and would have kept everything dry.If you are looking for something to keep everything dry, I suggest finding a reflective backpack cover similar to this one, except it has straps that hook from side to side AND from top to bottom. That way everything will be covered. One is the "Dream Lin Waterproof Backpack Rain Cover" ... That one has straps going both ways. I haven't used it, but it will be the next one I will buy.

Bright
I use this pack cover every day and it is very bright and has two reflective material stripes and a place to attach a light. It has elastic around the edge and an elastic strap with a buckle that goes across the back of your pack. I use it primarily for visibility so I don't depend on it to keep my largish daypack dry.

Good enough
Gets the job done, but wish it had more reflective parts. Only part that actually reflects light is the grey strips. But otherwise keeps my backpack dry and from what I can gather keeps me seen on the road. Hard to complain at the price point.

It works
It fits for my typical student-sized backpack that I bring on my bike trip every day. It just has one strap to hold it onto the backpack, in the center. A clip to attach it to the top might be good.
